Navigating Coal Phase-Out: Insights of the Clean Energy Professionals in Southeast Asia

Here is a compilation of insights from clean energy professionals in Southeast Asia on the coal phase-out initiatives. Southeast Asia's Energy Transition Mechanism (ETMs) Need to Evolve

For this month, we share Melissa Brown’s analysis on the evolution of the ETM. The analysis discusses how modifying the capital structure of an ETM can more effectively attract the investment needed to finance early retirement of coal-fired power plants and in clean energy.

The Global Coal Plant Tracker (GCPT)
In collaboration with Global Energy Monitor (GEM), SIPET features the Global Coal Plant Tracker (GCPT), a specialized portal focusing on Asia's energy landscape. The GCPT provides detailed data on coal-fired power units worldwide, covering those generating 30 megawatts and above. It catalogs operating units, proposed new units since 2010, and units retired since 2000. With coverage spanning over 100 countries, the GCPT tracks 13,400+ coal units and their impact of 12T kg CO2 per year.
Energy Transition Mechanism (ETM)

Developed by ADB and regional and international partners, the ETM is a scalable and collaborative initiative aiming to leverage a market-based approach to accelerate the transition from fossil fuels to clean energy. This initiative, developed in partnership with governments, multilateral banks, private sector investors, and philanthropies, aims to retire coal assets earlier than scheduled, redirecting investments toward renewable energy projects and supportive infrastructure. Coal’s Endgame: Cost-Benefit Analysis (CBA) of Early Retirement Coal-Fired Power Plant (CFPP) versus CFPP with Carbon Capture and Storage (CSS)

This study investigates how Indonesia can achieve its ambitious decarbonization goals for the power sector. It compares the economics of two decarbonization strategies for Coal Fired Power Plant (CFPP): early retirement by 10 years and replacing it with solar power, versus retrofitting the CFPP with carbon capture and storage (CCS) technology. The author of this study is GIZ Indonesia/ASEAN and IESR.

 

Caution on Co-Firing, Retrofitting, and Carbon Credits for Retirement: Considerations for Public Development banks on Coal Phase-Out Risks


Co-written by the NewClimate Institute and the Institute for Climate Economics (I4CE), the report emphasizes the need to accelerate efforts in reducing global unabated coal power. It discusses the complexities of transitioning to renewable energy and considers existing coal infrastructure.

 

Financing Coal Phase-Out: Public Development Bank’s Role in the Early Retirement of Coal Plant




Co-written by the NewClimate Institute and the Institute for Climate Economics (I4CE), this report reviews the instruments that public development banks have at their disposal to help address barriers and the associated challenges and risks, and examines existing phase-out initiatives as case studies.

Looking Ahead: 

The path to coal phase-out presents complex challenges, from financing to policy alignment. However, with concerted efforts and collaborative partnerships, a cleaner and more sustainable energy future can be achieved. Stay tuned for our next issue!

The Project “Clean, Affordable, and Secure Energy for Southeast Asia (CASE)” aims to shift the energy sector narrative in Southeast Asia towards an evidence-based clean energy transition, with the aim to increase political ambition to comply with the Paris Agreement.
