Understanding the Role of RECs and Carbon Credits in Decarbonization 

The SIPET Editorial Team recently caught up with Roble Velasco-Rosenheim, Director of Partnerships and APAC Markets at the I-TRACK Standard Foundation and founder of SuSca Group on the sidelines of the inaugural event of the Southeast Asia Corporate Decarbonization Exchange (CDx) in Bangkok during 1-2 October 2024.  

With more than a decade of experience in clean energy across Asia, Velasco-Rosenheim has been pivotal in helping organizations to source and get credits for renewable electricity, and to improve their emissions reporting. His insights into carbon credits, and also Renewable Energy Credits (RECs), highlight both the potential they provide, and the challenges they present, for corporate decarbonization.

Press Trip on ‘Journalism and Just Energy Transition’ Achieves Great Success

From September 23 to 25, 2024, ten journalists from Viet Nam joined a press trip on “Journalism and Just Energy Transition” (JET) in Binh Thuan and Ninh Thuan. They gained insights into renewable energy, refined their reporting skills, and explored the role of journalism in advancing Viet Nam’s energy transition. Organized by CASE and IKI JET, the trip highlighted local industry challenges and opportunities in renewable energy.

DOE Philippines and CASE Collaborate on Long-Term Energy Scenarios 

The Department of Energy (DOE) Philippines and CASE Philippines recently held a successful Validation Workshop on Long-Term Energy Scenarios (LTES), bringing together more than 90 participants including government officials, energy stakeholders, and civil society. The workshop aimed to refine energy transition strategies for a cleaner, more sustainable future, with insights shaping the ongoing LTES study led by the Institute for Climate and Sustainable Cities.

SIPET at AsiaXchange 2024 

On October 2, 2024, the Southeast Asia Information Platform for the Energy Transition (SIPET) took the centre stage at the AsiaXchange Forum, hosted by The Rockefeller Foundation in Bangkok. This event, focused on accelerating Southeast Asia’s energy transition, highlighted the importance of partnerships across the public, private, and philanthropic sectors. SIPET was showcased as a key tool for driving collaboration and transparency in the region’s low-carbon shift. With the need for action more pressing than ever, SIPET empowers stakeholders to align efforts and move from agreements to tangible progress in Southeast Asia’s energy future.

Energy Transition Insights 
8th ASEAN Energy Outlook

The 8th ASEAN Energy Outlook (AEO8) sets ambitious clean energy targets for the region, aiming to significantly boost renewable energy capacity and reduce overall energy intensity. According to the report, ASEAN has to date achieved a 24.5% reduction in energy intensity compared to 2005 levels, although the region will fall short of the 32% target by 2025. Renewable energy accounted for 15.6% of the Total Primary Energy Supply (TPES) as of 2022, and ASEAN aims to raise this to 23% by 2025. Importantly, the AEO8 projects that ASEAN will become a net importer of natural gas by 2027 under the Business-as-Usual (BAU) scenario, emphasizing the region's growing dependency on imports despite its clean energy efforts. 

These regional trends align with the World Energy Outlook 2024 (WEO 2024), which similarly stresses the need for rapid clean energy adoption to enhance energy security and reduce reliance on fossil fuels like natural gas. Both reports emphasize advancing renewable energy and energy storage technologies as critical to a sustainable energy transition. 

Evidence for the Energy Transition
CASE’s latest report, A study on the Recommended Policies and Regulations Pertaining to Agrivoltaics in Thailand, explores agrivoltaics—the integration of agriculture with solar power generation. This approach, which involves installing solar panels above or between crops, offers significant economic benefits, including increased agricultural yields and reduced electricity costs for farmers.  Below are the key highlights from the report to adapt agrivoltaics systems in Thailand.

Southeast Asia is making strides toward accelerating the energy transition, as countries are exploring carbon taxes, emissions trading schemes, and sustainable finance mechanisms. However, challenges still remain in countries where regulatory frameworks and financial instability may slow down progress. At the regional level, the push for sustainable foreign direct investment (FDI) through ASEAN initiatives could provide much-needed investment in clean energy infrastructure, catalyzing energy transitions across the region.

ASEAN Catalytic Green Finance Facility 

Launched under the ASEAN Infrastructure Fund, the ASEAN Catalytic Green Finance Facility (ACGF) provides ASEAN member governments with technical assistance and access to more than $1 billion in loans from co-financing partners to de-risk projects in energy, water, transport, and urban sectors, along with technical assistance and innovative financing solutions.
