Scaling Up and Shaping Inclusive Energy Transitions in Southeast Asia 

Welcome to the June 2025 edition of SIPET Connect 

As Southeast Asia advances toward a low-carbon future, attention is turning to practical solutions and measurable progress. A key part of this shift is the growing focus on transition finance—an essential tool for helping countries manage the social and economic impacts of the energy shift, particularly for workers, communities, and small businesses across the region.  

In this edition, we close our six-part Transition Finance Series with an in-depth conversation on what a Just Energy Transition really means for Indonesia. We also highlight key insights shared by regional experts throughout the six-part series. 

This issue also features highlights from the 20th edition of the Asia Clean Energy Forum (ACEF 2025), held at the headquarters of the Asian Development Bank (ADB) in Manila, where SIPET introduced our new Power Policy Tracker. You’ll find these alongside our Noticeboard, which brings together curated job openings and upcoming events from the region’s clean energy space. 

Thought Leaders’ Perspectives 

Indonesia is navigating a critical phase in its energy transition—one that requires not just climate ambition, but financing approaches that account for social and economic realities. In this edition of SIPET Connect, we speak with two experts at the forefront of shaping the country’s transition finance ecosystem, exploring how financial solutions are being designed to support communities, small businesses, and local governments through this shift. 

Lishia Erza, Chief Executive Officer of Candra Naya Lestari, brings a dual lens as a sustainable finance expert and entrepreneur, working with local governments and businesses to design finance products that support communities during the energy shift. Deni Gumilang, Sustainable Energy Finance Lead at GIZ, draws on more than a decade of experience advancing climate and energy finance in Indonesia, helping align public and private investments with national transition goals.   

From reskilling workers and supporting SMEs to enabling policy reforms and blended finance structures, their insights offer a grounded look at what’s working—and what gaps remain—in making Indonesia’s energy transition just and achievable.  

Transition Finance in Southeast Asia:
Insights from a Six-Part Series 

We wrapped up our six-part SIPET Transition Finance Series with the powerful final interview featuring Lishia Erza (Candra Naya Lestari) and Deni Gumilang (GIZ Indonesia). 

The series set out to explore this critical and evolving space through conversations with experts from across the region—including voices from banks, development finance institutions, think tanks, and the private sector. 

Through six insightful interviews, the series examined what credible transition activity looks like, how financial tools can be tailored to national and sectoral contexts, and what policy reforms are needed to mobilize capital at scale—while ensuring the transition is fair and inclusive. 

From innovative loan structures to on-the-ground implementation, the series highlights both the progress being made and the challenges that remain.

SIPET at ACEF 2025

At the 20th edition of the Asian Development Bank’s (ADB) flagship Asia Clean Energy Forum (ACEF), a Deep Dive Workshop on Digital Innovations for Just Energy Transition brought together regional energy stakeholders on 6 June to explore how digital tools can drive inclusive and transparent transitions. Maximilian Heil, Project Coordinator at CASE for Southeast Asia, introduced the Southeast Asia Information Platform for the Energy Transition (SIPET)— a regional knowledge platform featuring a suite of open-access tools designed to support a data-driven energy transition. The session also marked the soft launch of SIPET’s new the Power Policy Tracker, which offers a comparative view of some key energy transition policies across ASEAN.

  • Inclusive, real-time access to data is essential for effective and equitable planning. 
  • Open-access platforms like SIPET help bridge policy and investment gaps.

We’re excited to introduce SIPET’s new Power Policy Tracker

This interactive tool offers a consolidated view of several key energy transition policies across ASEAN member states, helping users navigate and compare national commitments in a fast-changing clean energy landscape. 

Whether you're a policymaker, researcher, or industry expert, the Power Policy Tracker lets you explore where countries stand on renewable electricity targets, grid development plans, and electric vehicle ambitions—all in one place. 

The tool draws from publicly available national strategies, plans, and announcements, and presents them through simple visualizations and summaries that allow quick comparison across countries and themes. It is a starting point to track trends, inform discussions, and support more aligned, evidence-based decision-making for Southeast Asia’s energy future.

ABOUT CASEThe Project "Clean, Affordable, and Secure Energy for Southeast Asia (CASE)" aims to shift the energy sector narrative in Southeast Asia towards an evidence-based clean energy transition, with the aim to increase political ambition to comply with the Paris Agreement.
