 Partnering for Progress: How International Collaboration is Advancing Southeast Asia’s Energy Transition 

Welcome to the July 2026 edition of SIPET Connect

The energy transition is often discussed in terms of technologies, policies, and investment. But behind many of the region's most significant advances is something less visible: long-term partnerships that bring together governments, development institutions, technical experts, and regional organisations to turn ambition into action. 

This month, SIPET Connect explores how international cooperation is helping shape Southeast Asia's clean energy future. 

In our latest Transition Toolbox, Maximilian Heil of GIZ Thailand and SIPET Connect speaks with Gaspard De Bousies, Programme Manager – Energy & Environment at the Delegation of the European Union to ASEAN (EU in ASEAN) about the European Union's longstanding partnership with ASEAN and its evolving role in supporting the region's energy transition. The conversation reflects on the value of regional cooperation, the importance of investing in local institutions and knowledge exchange, and why building lasting partnerships remains essential to delivering a more secure, resilient, and sustainable energy future.

The clean energy transition is not only about deploying new technologies, it is also about building the partnerships that enable countries to learn from one another, strengthen institutions, and accelerate implementation. 

In this month's Transition ToolboxMaximilian Heil, Regional Project Coordinator at GIZ Thailand, speaks with Gaspard De Bousies, Programme Manager at the Delegation of the European Union to ASEAN, about the European Union's longstanding partnership with ASEAN and its support for the region's clean energy transition. 

The conversation explores how international cooperation can strengthen regional energy planning, support knowledge exchange, and create opportunities for closer collaboration across Southeast Asia. Gaspard also reflects on the EU's vision for working with ASEAN partners, the importance of regional institutions such as the ASEAN Centre for Energy (ACE), and why long-term partnerships remain essential for delivering a secure, resilient, and sustainable energy future.

Southeast Asia Energy Outlook 2026: Building a More Secure, Connected, and Resilient Energy Future 
Southeast Asia's energy transition is entering a new phase. While countries across the region continue to expand renewable energy and strengthen climate commitments, they are also facing a growing challenge: ensuring that energy systems remain secure, affordable, and resilient in an increasingly uncertain global landscape. 

The Southeast Asia Energy Outlook 2026, released by the International Energy Agency (IEA) in June 2026, examines how these priorities are reshaping the region's energy future. The report highlights that Southeast Asia will remain one of the world's fastest-growing energy markets over the coming decades, driven by economic growth, industrialisation, urbanisation, and rising electricity demand. At the same time, recent geopolitical developments have underscored the region's dependence on imported fossil fuels, reinforcing the importance of accelerating renewable energy deployment while strengthening energy security.  

The report also emphasises that meeting future demand will require more than simply adding renewable energy capacity. Modernising electricity grids, improving system flexibility, expanding regional power interconnections, and investing in energy efficiency will all be essential to building reliable and resilient power systems. Initiatives such as the ASEAN Power Grid are highlighted as important opportunities to strengthen regional cooperation while improving affordability and system reliability.
